
As preparations begin for the 2027 general elections, the Independent National Electoral Commission has introduced a new voter education manual aimed at improving public confidence and participation in the electoral process.
Launched on March 25, 2026, the updated guide is designed to make voting easier to understand while addressing common issues that have discouraged many Nigerians from showing up at the polls. Developed in partnership with Kimpact Development Initiative, the manual goes beyond basic instructions and serves as a practical tool to simplify the entire voting experience.

Addressing the Problem of Invalid Votes
A major reason for the new initiative is the high number of rejected ballots in past elections. In 2019, more than 1.2 million votes were invalid, while over 900,000 were discarded in 2023.
For many voters, the fear of making mistakes during thumbprinting or not fully understanding the process has led to apathy. INEC hopes this new guide will help reduce such errors and reassure citizens that their votes will count.
What the New Guide Offers
The 2027 voter manual has been redesigned to be clearer and more user-friendly. It includes step-by-step instructions, supported by visuals, to guide voters through accreditation and ballot marking.

It also explains how the Bimodal Voter Accreditation System works, helping to clear up misconceptions about the use of technology in elections. In addition, the guide reflects updates in the Electoral Act 2026, ensuring voters are informed about the latest rules and procedures.

Reaching Voters at the Grassroots
INEC is taking a broader approach to distribution by engaging religious institutions, community groups, and political stakeholders. Churches, mosques, and civil society organizations are being encouraged to help spread awareness and educate voters at the local level.
The manual is also available online through INEC’s platforms, making it easy for Nigerians to access it on their mobile devices.

According to INEC leadership, improving voter education is key to strengthening democracy. By bridging the gap between electoral technology and public understanding, the commission hopes to boost participation and ensure fewer votes are wasted.
